Taking Over a Sub Reddit

Hey y'all,

I'm fairly active on a subreddit that the moderator seems to no longer be involved in. The community has 1.9k members and I think it could be overhauled into something so much better with some attention and care.

Is it possible to take it over? How does one go about doing this?
