Whenever I tried learning creative skills, It was always difficult having progress, is there a certain framework of mindset or methods of learning that works for people who have similar experience of struggling to really see change in creative skills?

My experience is that most of the "creative" people are not really creative but they saw a lot of creative things in the past so when they have to come up with a new idea they have a great foundation to work with. So I think if you consume a lot of creative stuff, you'll also have this knowledge and once you are stucked you can just reach out to some of the things you know already.
A creative director I worked with said that everyone was born creative but we unlearned this skill in school where everyone had to do everything the same way.

As a beginner graphic designer. I look for inspirations from Printerest every time, it really helps. I have been doing so daily or when I am bored, you start to have a sense of what kinds of style or directions for your new project and you can come up with ideas more easily, at least you can search for reference more specifically.
