I've recently been going both ways with thread-to-newsletter, and newsletter-to-thread -
When I publish a newsletter, I pull a few nuggets from it and publish those as a twitter thread (one example here - https://twitter.com/irreverentmike/status/1574407128370106370) Those tend to help me scoop up a few subscribers to my newsletter, and generally get a signal boost from the products and accounts I'm featuring in my newsletter.
Yes it will build a solid flywheel.. Also in terms of followers I don't optimize for viral growth or fast numbers, instead who follows you is more important. That way you can benefit even from a small following.
You attract quality followers by posting quality content.
