This is what the episode said:
- IH has a community of marketing, sales, and engineering
- What if IH creates a podcasting app that aggregates good episodes
- People that make podcasts might want to be featured there
- Have community features like comments and likes per episode
- The app might have to be something small that grows bigger
My Feedback (as a person that makes/made podcast apps):
- Communities have done this before. Relay.fm. Adam Corolla.
- It's really hard to get people to switch podcast apps. Ask yourself how often you've personally switched podcast apps.
- Podcast apps require a lot of features to be viable (CarPlay, sleep timer, etc).
- Podcasts are built on RSS and authors can change data at any point which is a pain. For example, when a host changes their MP3 link/content because of dynamic ads.
- Breaker tried social podcasting and didn't really succeed. Castbox also has some social features.
My opinion: don't do it unless you're willing to support it for years.
If you're still thinking of doing it, then I'll answer whatever technical questions you guys have.

Thanks for writing this up!
If we ever get around to working on this idea, it probably won't be anytime soon, but I will keep you in mind.
