Evaluating the validity of the problem

Hi,
I am looking out for ways on how to reach potential users of a problem which I have discovered would be relevant for good amount of users in the market. My goal is reach to the relevant users before starting development of the product ?
Should I create a landing page with form and run it through Ads ?
Any suggestions ?
